HAVERFORD » PennDOT announces weekday lane restrictions are scheduled in both directions on College Avenue between Walton Road and Haverford Road through Thursday, May 31, from 9 a.m.-3 p.m. for utility work and road widening. Traffic will be controlled by flagging.
Motorists are advised to allow extra time when traveling through the construction area because slowdowns will occur. The work schedule is weather dependent.
The operation is part of PennDOT’s $5.2 million project to replace the structurally-deficient College Avenue bridge over SEPTA railroad tracks and the adjacent culvert over Cobbs Creek.
PennDOT’s contractor is replacing the two-span concrete encased steel beam bridge with a one-span composite pre-stressed concrete box beam structure and constructing a new precast reinforced concrete arch culvert.
The project also includes improvements to the traffic signals at the intersection of College Avenue and Haverford Road, and the addition of left turn lanes on College Avenue at this intersection.
The new structure over SEPTA tracks will be 42 feet wide and 58 feet long. It will have two 11-foot travel lanes and a 10-foot left turn lane. It will also have a five-foot sidewalk on the west side of the structure and a two-foot shoulder on the east side.

The existing two-span bridge over SEPTA was built in 1931. It is 42 feet wide and 63 feet long. The structure carries an average of 4,637 vehicles a day.
The one-span concrete arch culvert over Cobbs Creek was built in 1924. It is 30 feet wide and 16 feet long.
Road-Con, Inc. of West Chester, Chester County, is the general contractor on the $5,240,145 project that is financed with 100 percent state funds. The project is expected to be completed in late June.

Nighttime 95 closures
CHESTER » Lane closures are scheduled on northbound and southbound Interstate 95 between the Melrose Avenue and Edgmont Avenue overpasses on Monday, May 14, through Friday, May 18, from 10 p.m.-5 a.m. the following morning for construction activities related to a project to rehabilitate eight bridges over I-95 and CSX Railroad in the city.
Work moves to Melrose bridge
CHESTER » Construction is scheduled to begin on Monday, May 21, to rehabilitate the bridge carrying Melrose Avenue over Interstate 95 as part of a project to rehabilitate eight bridges over the interstate and CSX Railroad in the city.
During construction, the Melrose Street bridge between 12th Street and 13th Street will be closed to vehicles and pedestrians. Motorists and pedestrians will be directed to use 12th Street and 14th Street to access the Chestnut Street Bridge to cross I-95. The detour will be in place until the bridge reopens in late August.
Under this improvement project, PennDOT is rehabilitating the multi-span, steel girder bridges on Potter Street, Madison Street, Upland Street, Melrose Avenue, Chestnut Street, Edgmont Avenue, and the Crosby Street and Walnut Street pedestrian structures. The contractor is also improving the I-95 south exit ramp at Chestnut Street.
PennDOT owns the Edgmont Avenue and Madison Street bridges, and the City of Chester owns the remaining six structures.
In addition to the bridge and ramp improvements, PennDOT’s contractor is repairing Chestnut Street and Morton Avenue from 12th Street to 4th Street; reconstructing curbs and sidewalks; milling and resurfacing the streets; installing a new traffic signal at Chestnut Street and Morton Avenue; upgrading the traffic signal at Morton Avenue and 7th Street; and reconstructing Morton Avenue from Seventh Street to Fourth Street to lower the road under the Amtrak overpass to increase vertical clearance.
South State, Inc. of Bridgeton, N.J. is the general contractor on the $16.6 million project which is financed with 100 percent state funds.
Burmont Road restrictions
UPPER DARBY » PECO is planning weekday lane restrictions on Burmont Road between Alexander Avenue and Cedar Lane on Monday, May 14, through Friday, June 8, from 9 a.m.-3 p.m. for gas main installation. Motorists are advised to allow extra time when traveling through the work area. The schedule is weather dependent. PECO will complete this project under a PennDOT Highway Occupancy Permit.

The bridge was built in 1925 and rehabilitated in 1995. The current structure is 656 feet long, 32 feet wide and carries an average of 8,700 vehicles a day.
Road-Con, Inc., of West Chester, Chester County, is the general contractor on the $19,947,624 project that is financed with 80 percent federal and 20 percent state funds.
