Upland cops seek man facing his 8th DUI charge
UPLAND » A man facing his eighth DUI offense is now a fugitive after he failed to show for a meeting with his probation officer, police said.
Philip S. Rudd, 48, of the first block of Eighth Street, was charged with his latest DUI offense on Aug. 27, according to Police Chief Michael Irey.
A prepared released issued by Irey stated that borough Police Cpl. Michael Curran was on patrol on Aug. 27 when he saw a vehicle making an illegal turn in the area of Upland Avenue and Hill Street. Curran stopped the vehicle. The driver was identified as Rudd.
During the stop, the release states, Curran “observed indications that Rudd may have consumed an alcoholic beverage(s) and Rudd was requested to exit the vehicle. Rudd refused to perform field sobriety testing for Cpl. Curran, who then based on his observations, training and experience, placed Rudd under arrest for driving under the influence.”
According to the release, a check of motor vehicle records showed that Rudd’s operating privileges were currently suspended due to previous DUI-related offenses.
“Further investigation revealed that Rudd is not eligible for a Pennsylvania’s driver’s license until the year 2046 and that this arrest for driving under the influence was in fact the eighth DUI arrest of Rudd,” the release states.
Rudd was released pending issuance of a summons to appear in magistrate court on the DUI offense.
On Wednesday, Irey said Rudd is considered a fugitive “after absconding from the Pennsylvania Board of Probation and Parole.”
Rudd had a scheduled meeting with his probation officer and according to Irey, “He never showed.” Irey could not immediately say when that meeting was scheduled, only that a warrant was issued Aug. 31 for his arrest.
Anyone with information regarding Rudd’s whereabouts is asked to call 911, Upland police posted Tuesday on Facebook.
According to online court records, Rudd’s criminal history involves his arrest on DUI and related offenses in 1991, 2001, 2007, 2009 and 2015.
