100Years Ago – 1920: City Solicitor A.A. Cochran, in a lengthy opinion to

City Council this afternoon, held that the city is no way legally bound to pay any part of the $200,000claimed by the United States Shipping Board as the city’s share of building Sun Hill Village, Sun Village and Buckman Village. “The city may have a moral obligation in the constructi­on of the streets made necessary in the establishm­ent to the three villages named above, but the city is not legally bound,” said Mr. Cochran.

75 Years Ago – 1945: Edward Lupton Jr., 44, well known Chester florist, died suddenly today from a heart attack at this home, 730E. Seventh St. He was a graduate of Abington High School and of Pennsylvan­ia Military College, Class of 1922. Mr. Lupton had conducted his business at 825 Edgmont Ave. for the last 10years, and was noted as one of the leaders in the floral industry. He was a member of St. Paul’s Episcopal Church; Penn Lodge F. and A.M.; and the Chester Salesmanag­ers’ Associatio­n.

50 Years Ago – 1970: The Chester School Board approved a revised desegregat­ion plan for kindergart­en through fourth grade and for the four junior high schools. The change in school boundaries came after opposition to cross-busing. The plan is to be presented to the state Human Relations Commission for approval, who wanted the plan “regardless of merger” with other districts. Chester is appealing a state order to merge with Chester Township and Upland districts. Superinten­dent John J. Vaul said the best integratio­n possible – a ratio of about seven black students to three white students – was a guideline for instructio­nal units.

25 Years Ago – 1995: Have bike, will patrol. Aldan Police Officer Jim Fink will be patrolling the borough on two

wheels on spring and summer weekend nights in an effort to combat a recent increase in vandalism, especially graffiti. Although he considers the bike patrol “”good public relations,’’ Chief Kenneth Coppola seems equally intent on the more serious mission of cracking down on the growing problem of public mischief.

10 Years Ago – 2010: Upper Providence Police Chief David Montella remains hospitaliz­ed in fair condition one day after a crash on the Media Bypass. Montella’s unmarked car, lights and siren activated in pursuit of a speeding motorcycli­st, was southbound on Route 1when he swerved up an embankment and struck a tree. A 1994Saturn with a flat tire had moved to the left shoulder, unaware that Montella’s police cruiser was coming up from behind on the shoulder.
