Official Delco reassessme­nt values will go out July 1

Official reassessme­nt notices will be mailed out to Delaware County property owners July 1 as county council moves to extend the time they can appeal those values to Sept. 1.

In 2017, Delaware County was ordered to complete a countywide reassessme­nt of all properties in the county to take effect Jan. 1, 2021. The county hired Tyler Technologi­es, the firm that has been conducting the property evaluation­s and value determinat­ions.

Reassessme­nt Manager John VanZelst said he reviewed the proposed values and had approved them.

“We will notify all property owners of their new assessment by way of further notice,” he said. “It will be mailed to everybody on July

1, 2020 ... Property owners and any affected taxing authoritie­s will have until Sept.

1, 2020 to file an appeal.” Joan Price, solicitor for the Assessment Board, sought an extension from the courts so the county could give residents additional time if they did not agree with the new assessment amount. She was successful in obtaining an emergency order from Common Pleas Court President Judge Kevin F. Kelly.

Prior to that, property owners would have had 40 days to file an appeal, as set forth in the statute.

“In essence, it gives people a little more than three weeks additional time to file an appeal,” Price explained. “We felt that that was necessary given certainly the COVID pandemic but also the civil disturbanc­e. We simply don’t want the important reassessme­nt notice that people are going to be receiving to get lost. We don’t want people to lose the important right to appeal and challenge that assessment, if they believe that that is warranted.”

The notices are in the process of being printed.
