MIDDLETOWN » Pennsylvania State Police are asking for the public’s help in identifying a vehicle involved in a fatal shooting on I-95 in Tinicum Monday afternoon.

Troopers were dispatched to the 9.0-mile marker area on the southbound side of the interstate around 5:29 p.m. Monday for a repor t of a vehicle crash, said Trooper Jessica Tobin, community service officer for State Police Troop K, during a press conference Tuesday outside the new Media barracks.

Tobin, joined by Cpl. Matthew Sheeran and Trooper Joseph Metzinger, said arriving troopers found 31-year-old Clifford Douby inside a black Honda on the right shoulder of the road. Douby had suffered a single gunshot wound to his neck area and was dead when troopers arrived, Tobin said.

Investigators believe Douby was shot from another vehicle on the highway while both cars were in motion. Douby’s vehicle struck both guardrails before coming to a rest, Tobin said.

Little other information was immediately available. Tobin was careful not to give too many details so as not to compromise the ongoing investigation, but said state police are looking to speak with anyone who may have seen the shooting occur or who can provide an account of the suspect vehicle.

“Anyone who was in that area, if you have dash-cam footage, that would be very useful in our investigation,” she said.

Tobin did not confirm where Douby lived, but another man at the barracks Tuesday who knew the victim said he lived in Chester.

“He didn’t deserve it,” said the man, who identified himself only as Armani. “Nobody deserves it , but definitely not Cliff …He was a cool dude. He didn’t really bother nobody. He liked to crack jokes and things like that.”

Anyone with information or who may have had contact with the suspect vehicle is urged to contact the state police Media station at 484-840-1000.

“Please keep the family in your thoughts and prayers,” said Tobin. “No one deserves to lose a loved one in a senseless act of violence. I can assure you that our investigators are working around the clock and will continue to do so until an arrest is made.”
