100 Years Ago – 1921:

Chester Police Magistrate Elliot was in a lenient mood this morning and all prisoners, four in number, arraigned for hearings were given the benefit of the doubt and discharged from custody. One imbibed too freely of “home brew” and wandered to Fifth and Upland streets where he lay down to sleep. It was his first offense and was advised to let the “stuff” alone in the future.

75 Years Ago – 1946: In a week and a half, over 1,900 persons have seen “Behind the Headlines,” the new Chester Times movie. And on each occasion that the film has been shown, it has been well-received by the audience. J. Douglas Perry, assistant professor journalism at Temple University, after seeing the film in his class, stated, “The picture’s systematic organizati­on and clear explanatio­n make it more valuable for journalism students that trip through a newspaper plant.”

50 Years Ago – 1971: The “Merry Christmas Fund” is $15 old. Fifteen dollars which can put toys under a Christmas tree for a “youngster” who might otherwise think Santa Claus just likes “the other kids.” The first $5bill was given anonymousl­y. Another $10 was donated by Mr. and Mrs. Stanley Coonskin, 2327W. Fourth St, Chester.

Conisiak, who works in the blade and tool department at Westinghou­se Steam Division, Tinicum, took some time off from his holiday Friday to bring his contributi­on in. “when we read it in the paper we thought we’d help. It was my wife’s idea,” he said.

25 Years Ago – 1996:

The Penn-Delco School District should receive an additional $18,515, according to an audit recently released by Pennsylvan­ia Auditor General Barbara Hafer. A review of nonresiden­t pupil membership and tuition reports found that the district failed to bill neighborin­g school districts tuition for the 1993-94 school year, failed to send supplement­al tuition billings to those districts for 1992-93, and failed to bill two districts for 1992-93.

10 Years Ago – 2011:

Lower Chichester Commission­ers recently approved a 2012 preliminar­y operating budget totaling $2.064 million, reflecting a zero tax increase for residents. Millage remains at 6.0 mills. Commission­ers President Rocco Gaspari Jr. said there will be a $20 annual increase in the sewer fee due to the increase higher maintenanc­e costs as well as an increase in costs associated with DELCORA and New Castle County.
