“Along with the recent continuous right turn lane from Austin East to Ohio 741 south, we are just beginning the design of the dual northbound left turn lanes from SR 741 north to Austin Westbound,” Dillon added.
Developer Dillin acknowledged he and VisCap, his company developing both sides of Austin Boulevard, east of I-75, needed to work out complementary uses for public areas at Austin Land- ing and the planned Spring- boro site.
During his public unveiling Thursday before the council vote, Dillin said the public spaces were “critically important to long-term success, bringing the neighbor- hoods to life” with activities
and events. With two members absent, the council approved a resolution 5-0 authorizing City Manager Christine Thomp- son to sign the development.
“The jo u rney starts tonight,” Springboro Mayor John Agenbroad said.
VisCap is the company through which Dillin is developing and leasing on both
sides of Austin Boulevard. He took over for developer Randy Gunlock and RG Prop- erties.
Now the city and Dillin’s companies begin a contingency period of 90 to 180 days expected to lead to arrangement of financing for the project.
The status of the annexation was unclear Friday. Springboro, Miami Twp and Miamisburg collaborate on development with the Austin Development District.
By late spring 2018, Austin South Springboro proj- ect is to be breaking ground.
The agreement also established a two-layer private review process. No one will go before the city’s planning commission or architectural review board.
A new five-member architectural review committee will give the city a “tie- breaker vote” on developments given the go-ahead by Dillin.
“If I don’t feel like the proj- ect fits, I can say ‘No,’ ” Dillin said during the presen- tation.
Dillin is concluding work at Austin Landing, a mixedused development at Austin Boulevard across from the new project site. Dillin, his investors and
the companies moving to the development are expected to put in as much as $350 million, according to the development agreement released this week.
Upscale sen i or and multi-family housing, a hotel and retail are among the uses anticipated in the first phase of the 67-acre development on the southeast corner of Interstate 75 and Austin Boulevard, in Spring- boro and Miami Twp.
The development agree- ment also sets a schedule of payments to Miamisburg City Schools, starting in 2021. Payments of more than $3 million would be in lieu of taxes on the improvements that are to be diverted through tax incremental financing to help pay for the development.
The development is to be accessed off Austin Boule- vard by an entrance across from one leading into Austin Landing and allowing no left turns for westbound motorists.
A full entrance would be built off 741, which is Main Street in Springboro.
Dillin is also expected to be involved in redevelopment of Springboro’s central crossroads, Main Street and Central Avenue (Ohio
73) in Springboro. If all goes well, Dillin said “the first wave” should open in November 2019.
“Before Christmas of 2019,” he said in response to a question from Ryan Cromwell, a local Boy Scout attending the meeting.
