New home plan resurfaces north of Dayton Mall
Zoning commission to consider Rivendell, first approved in 2007.
MIAMI TWP. — A plan for new homes on about 32 acres north of the Dayton Mall is being renewed in Miami Twp., where three similar proposals have been rejected in recent years.
The township’s zoning commission is set Tuesday to consider a regulation amendment to build 82 homes as part of Rivendell, a plan originally approved in 2007 between Ohio 741 and Mad River Road near the Miamisburg corporation line.
A trio of other requests by Zengel Construction Co. for new homes on that land have been denied — the most recent in 2018 — after some residents in a surrounding neighborhood of homes built by Zengel voiced opposition.
Many residents of Vienna Park — an upscale, brick-home area — cited traffic problems, noise and the quality of the homes proposed among the concerns against the last proposal, which township trustees voted down in a split vote.
Since then, trustees have approved the extension of Vienna Parkway to Ohio 741. That plan — which includes a traffic signal — is a move that may be favorable to a proposal for new housing on the vacant land.
The new Rivendell plan includes two streets winding through the development, Rivendell Circle and Aldaron Avenue.
“The design of all roads will be adequate to carry the traffic that will be imposed upon them by the proposed development,” according to township records.
The proposal calls for the development to be accessible from Rosecliff Place from the north and Fox Run Road from the east.
Zengel’s application does not appear to name a builder. However, logos from Ryan Homes – which has been a part of previous proposals – are part of records submitted to the township.
Some of the residents opposed
to prior plans said they were not happy with the mix of construction materials proposed for project, especially for parts of the homes visible from the street.
“All homes constructed will have a minimum combined first floor total ... of 80 percent combination of two or more of the follow- ing: stone, brick or (cementitious) material,” said the plan going before the zoning commission on Tuesday. “No vinyl will be permitted as a primary siding material.”
The units will be ranchstyle homes ranging in square footage from 1,407 to 2,239 with an average size of 1,800, records state.
Parcels for each home would average 16,862 square feet and the development would include 6.62 acres of open space, according to the application.
The development is proposed a block south of Vienna Parkway — the main artery of Vienna Park — which runs east and west starting at Mad River Road and dead-ends before Ohio 741.
The parkway’s extension has been on Montgomery County records for decades, officials have said, but has never been completed, providing a buffer between the neighborhood and the state route.
Last year, township trust- ees approved a $2 million, 650-foot extension of the parkway. The extension is part of a development package that will include Trilogy Health Services building an assisted living facility near the new intersection with Ohio 741.
