Tenant says cold air coming in

Last month a tenant living in public housing contacted the Ombudsman for assistance.

The woman informed the Ombudsman that there are no storm windows at the home, and cold air was coming in around the windows. The woman had already contacted the Greater Dayton Premier Management (GDPM) and had not received a response.

The Ombudsman contacted the agency to inquire about the problem and learned that the houses in that developmen­t were built about 10 years ago and they do not have storm windows.

The staff person agreed to send a message to maintenanc­e and to cover the windows with plastic.

The woman again contacted the Ombudsman to report that a member of the maintenanc­e crew had entered the property when she was not at home. The woman’s father had purchased and installed a security system for her. Because of an applicatio­n of the security system on her telephone, the woman could see that the person measured windows and made a telephone call.

The woman was not pleased that the crew member had entered the property when she was not at home.

The Ombudsman explained that the property can be entered when the purpose is for completion of a maintenanc­e request in order to not delay the fulfillmen­t of the request.

It took another week for the plastic to be installed because it had to be ordered.
