- By Tia Lyons

El Dorado police have made an arrest in connection to reports of groups of people firing guns and discharging fireworks toward vehicles at a local apartment complex.

Undrea J. Loggins, 19, of the 900 block of Short West Second, was arrested Saturday for violation of a city ordinance prohibiting the discharge of fireworks within city limits, disorderly conduct and contempt of court, all misdemeanor charges.

For three days, July 4-6, police responded to several calls of criminal mischief and vandalism involving fireworks at Haygood-Neal Garden Apartments, 1315 W. First.

In one incident, a bullet reportedly grazed a 16-yearold boy as a pickup truck in which he was riding was struck by a volley of fireworks at Haygood-Neal.

No serious injuries have been reported.

On July 4 and 5, complainants told police that damage included burns, gunpowder marks and debris from fire

works on the interior and exterior of their vehicles.

At 9:23 p.m. July 6, officers were called again to Haygood-Neal in reference to gunfire and the discharge fireworks.

Police also said that they had received reports of threats against them "if they should go into Haygood-Neal."

An officer said that as he was driving to the southernmost end of the complex, a male, later identified as Loggins, lit a firework and threw it toward the officer's vehicle.

The firework flew over the police vehicle and exploded after landing on the left side of the vehicle, the officer said.

He noted that as he approached Loggins, he could see that Loggins was holding a smoldering punk in his hand.

Loggins became argumentative as he was being taken into custody and drew the attention of the crowd, according to a police report.

With the assistance of the managers of the apartment complex, police said they were able to "subdue and disperse" the crowd.

Apartment complex managers told officers that tenants are forbidden from possessing or discharging fireworks at Hay good Neal.

Police said they later learned that Loggins had been issued a daily curfew of 7 p.m. as a part of the terms of his release on a bond from a prior arrest.
