Council considers letter opposing plan that would overrule local ordinances

OROVILLE >> The Oroville City Council will meet Tuesday to consider authorizin­g the issuance of a letter of opposition by staff to the California Department of Public Heath’s proposed Syringe Exchange Program Regulatory Authority.

The letter of opposition is in response to reports the council received in March 2020 about syringes being illegally disposed in Oroville.

On April 7, 2020 the Oroville City Council approved an ordinance to ban syringe exchange programs within the city of Oroville.

The California Code of Regulation currently states, ““The program and its staff shall operate and furnish services in compliance with all applicable state laws, regulation­s and local ordinances.”

The California Department of Public Health is suggesting that “and local ordinances” be removed, to which staff are asking the council to authorize issuance of a letter of opposition.

Also on Tuesday councilors will consider accepting the California Governor’s Office of Emergency Services’ Hazard Mitigation Program for $1,812,216. The money would fund eight temporary positions lasting three years in the planning, building and code enforcemen­t department­s.

In addition councilors will consider approving the renaming of the Municipal Auditorium from a list of suggestion­s provided by Oroville community members or provide staff with further direction.

City staff is also recommendi­ng that councilors approve a three-year contract for goat grazing vegetation management services at 15 Oroville city-owned locations. The three-year contract would cost the city $80,010 annually and $240,030 over the three years.

Consent Calendar

• Councilors are scheduled to receive and file an annual report for the housing successor agency for the fiscal year ending in 2020, as well as the housing element progress report.

• Councilors will consider accepting a $500,000 grant as part of the 2020 Community Developmen­t Block Grant Allocation. As part of the grant councilors will consider establishi­ng a budget for program activities and activity delivery as prepared by staff for the YMCA Stars Club Enrichment Program.

• Councilors will consider accepting the 2020 Community Developmen­t Block Grant for $193,500for Axiom Youth Services while establishi­ng a budget for program activities.

• Councilors will consider accepting the 2020 Community Developmen­t Block Grant for $387,250 for Catalyst Domestic Violence while establishi­ng a budget for program activities.

• Councilors will consider accepting the 2019Invest­ment Partnershi­p Grant for $1,000,000for Catalyst

Domestic Violence while establishi­ng a budget for program activities. Councilors will also consider approving a $50,000 budget adjustment to the City/Housing Revolving Loan fund to help with administra­tion and program activities for the Investment Partnershi­p Grant.

Public hearings

Two public hearings will be held at Tuesday’s meeting beginning at 5:15 p.m. Staff members are suggesting councilors conduct a Tax Equity and Fiscal Responsibi­lity Act Hearing to consider a tax-exempt bond benefiting the HPD Oroville Manor LP Oroville Manor Apartment in Oroville. The bonds, financed by the California Statewide Communitie­s Developmen­t Authority and not scheduled to exceed $6 million, would finance a 62-unit affordable multifamil­y rental housing project known as Oroville Apartments.

Councilors will also conduct a Tax Equity and Fiscal Responsibi­lity Act Hearing to consider issuing a tax-exempt bond of $6 million for acquisitio­n and rehabilita­tion of a 72-unit senior multi-family rental project known as the Oroville Manor Apartments.
