Paradise set to take next step in sewer project
The Paradise Town Council will vote on Tuesday night on whether to accept a Principals of Agreement between the town of Paradise and the city of Chico developed by the Sewer Regionalization Project Advisory Committee. The InterMunicipal Agreement between Chico and Paradise will utilize the principles of the agreement.
According to the agenda, the agreement outlines key parameters of a potential agreement, including making sure Chico ratepayers are not financially responsible for any aspect of the treatment needs of Paradise, including any potential connection payment from Paradise to the city of Chico. That cost is estimated at $14.9 million to support the existing plant and capacity-related needs.
The agreement would also specify that the Paradise Sewer Project only serves properties within the paradise town limits.
The draft proposal which the SRPAC passed on March 21, went through the 30-day comment period without any public comment from the public or either council.
The agenda also notes that the $2 million Paradise Sewer Project’s Draft Environmental Impact Report is expected to be released this summer and following a public comment review, may be adopted late this year.
The entire project is expected to cost $184 million, with $30 million being spent on design and right-of-way work which is expected to be finished in early 2024. The construction portion of the project is expected to cost $152 million, which is a pipeline to Chico. Construction is scheduled to begin sometime in 2024 and end sometime in 2026, according to the agenda.
The town council will also be asked to approve a staff recommendation to award phase one of a project to rehabilitate the Skyway from Skyway Crossroads to the north of Center Street to Knife River Construction.
Knife River’s bid is just less than $5.1 million and was the lowest of four bids
provided to the town. AllAmerican Construction, Inc. bid $5.52 million on the project, while A&E Construction bid just more than $5.6 million. The highest bid was turned in by Teichert Construction at a little
more than $6.2 million.
The town expects the work to be done between 7 p.m. at night and 7 a.m. in the morning.
The town says the reason for that is because of the cumulative construction activities in Paradise and fire season concerns relating to temporary traffic controls along a major corridor.
Knife River has also been doing the work to reconstruct Skyway from Potter Road in Chico to the Crossroads. That work is expected to be completely finished by August.

begins in 2024, it is best to do the construction now because there’s no guarantee that the Paradise sewer project will get approved.
The council will also vote on whether to accept staff’s recommendation to select P31 Enterprises of Oroville to perform arborist services for the Category 4 Tree Removal Program. The Category 4 Tree Removal Program is funded through the FEMA Hazard Mitigation Grant Program, aims to help property owners with the cost of removing these remaining hazard trees.
