September 22 Political Rally, State Theatre in Downtown Oroville. Nobody came. Except for Chuck Reynolds’ ‘Right People’ candidates, sponsors, cheerleade­rs, and hardcore supporters, with their single-issue campaign. The casual observer might ask, cui bono (who benefits)? Why dost thou protest so much? Why is this crew so “hyper-focused on one little issue”? In this forum and others, these forces are boxing with a shadow.

Sober living businesses have been quite successful downtown, and they have a will to unchecked power. The real issue this year is that they will not tolerate anyone questionin­g their assertions that the city cannot enforce residentia­l occupancy limits. A more critical view reveals that their feeble arguments in public forums do not comport with reality.

California HSC § 11834.23 clearly states, “an alcoholism or drug abuse recovery or treatment facility that serves six or fewer persons shall be considered a residentia­l use of property”… and “for the purpose of all local ordinances, an alcoholism or drug abuse recovery or treatment facility that serves six or fewer persons shall not be included within the definition of a boarding house, rooming house, institutio­n… “

Any interested party can read the law for themselves. Local code is designed to protect the rights of all citizens. To have a burgeoning industry growing unchecked in a residentia­l neighborho­od, disregardi­ng occupancy limits, and impacting other resident’s quality of life is a serious problem.

If left unchecked, what will this town look like in another four years?
