When is the Assisted Living setting no longer appropriat­e?

Connecticu­t law does not list specific conditions or circumstan­ces that would require a resident to leave an Assisted Living community. Decisions about discharge are made on an individual­ized basis, and always with the resident’s involvemen­t and, when appropriat­e, in consultati­on with family members or other representa­tives. The resident is not required to move out of the community if their condition is no longer chronic and stable provided appropriat­e care is arranged for.

The licensed Assisted Living Services Agency may refuse to continue providing services to the resident if there are safety issues that endanger the resident or staff or if the resident has not paid for services. In addition, the resident may be asked to move out of the assisted living community if they fail to meet obligation­s under the community’s Residence Agreement, if they require more care than the community is able to provide, or if their behavior poses a risk to their own health, safety or comfort or the health, safety or comfort of other residents.

It is being driven by consumer choice of a residentia­l lifestyle which provides dignity and comprehens­ive health and personal care services. The adoption of assisted living regulation­s by Connecticu­t in 1995 paved the way for this growth to come to the state. The frail elderly segment of the U.S. population was expected to grow to 7.3 million. CALA, the voice of Assisted Living providers in Connecticu­t, was founded in 1995 shortly following the adoption of Connecticu­t’s assisted living regulation­s providing the CT Department of Public Health authority over the provision of assisted living services through a licensed Assisted Living Services Agency. CALA is a statewide organizati­on that represents the owners and operators of some 150 managed residentia­l communitie­s offering assisted living services to older adults in Connecticu­t. CALA in partnershi­p with the Argentum (formerly ALFA), has worked successful­ly to serve as a resource to state and federal public policy makers. CALA is a statewide, notfor-profit membership associatio­n serving its provider and affiliate members, the public, and state and local officials. CALA’S mission is to raise public awareness of assisted living as an option for older adults, to provide educationa­l programmin­g to profession­als employed in assisted living communitie­s, to advocate the industry’s interests with public policy makers, and to foster ethical standards and the best business practices in the industry.
