A risk hiding in plain sight

Overflow from the Barker Reservoir flooded hundreds of homes in the Canyon Gate subdivision at Cinco Ranch during Hurricane Harvey. A municipal utility district, or MUD, is the de facto local government. The MUD’s first five bond statements said nothing about the risk of flooding. Homeowners say they were not warned, either.
