Carl was born to Pauline and Clayton Stephens in Voth, Texas, in 1941.

Carl graduated from Stephen F. Austin State University with a Bachelor of Science degree in 1964. He was a member of the Theta Chi Fraternity.

Carl’s first job was in the accounting department of Lane Wells in Houston. His second job was with The Walter Mischer Corporation, where he worked in accounting, until being drafted into the army in 1966 during the Vietnam War. He returned to the Walter Mischer Corporation after serving two years with the army, where he worked in accounting and land development. He formed his own land development company in 1983, Stephens/ Tingley & Associates, Inc.

Carl developed and managed many land development projects in Harris and Fort Bend counties. He served on many MUD Boards, was a member of the Greater Houston Builders Association for many years, served on the first Houston Galveston Subsidence District and served on the Planning and Zoning Commission of Sugar Land.

Two of his greatest joys were his two sons: Nathan and Kenton. He enjoyed helping coach them in baseball and soccer in their early years, and he spent many years enjoying University of Texas football games with them later in life.

Nathan has three sons: Jacob and Lucas with Hillery Stephens, and Sterling Figueroa. His current wife is Ginger.

Kenton has three children with his wife Jessica: Clementine, Layla and River.

Many happy times were spend watching his grandchildren play sports, preform in dance recitals, and just making crafts at the Stephens’ condo in Austin.
