Proposed comprehensive development agreements

A bill by Rep. Larry Phillips would add six new projects to those that TxDOT can build via comprehensive development agreement, a method that often includes tolls. Another dozen projects mostly in the San Antonio and Rio Grande Valley areas also could be built with agreements by TxDOT or regional officials.
