Yes on Proposition 1
Regarding “For Prop. 1” (Page A29, April 23), Houston ISD voters have only one smart choice to make on Saturday — to vote YES on Proposition 1 and agree to purchase attendance credits, commonly known as paying recapture, from the state of Texas. Failure of Proposition 1 will result over time in the piecemeal dismantling of Houston ISD, higher taxes for all taxpayers, reduced funds for school programs, and injury to the greater Houston economy.
I have read an argument that a NO vote somehow keeps Houston ISD “in the fight.” I have no idea what this means. If losing the district’s tax base, seeing taxes increase and seeing student services be reduced is part of being “in the fight,” then that is a fight that no reasonable person should want to be part of. I have also heard an argument that if residents vote NO, that the state somehow will step in to excuse the district from paying recapture. I want to say in the strongest possible terms that this argument is pure fantasy. Houston ISD voters will live, or suffer, with the consequences of their own decision on May 6.
The Texas House is taking strong action to improve school funding, and we hope the Texas Senate will join us in the important work. The commissioner of education has already taken prompt action to reduce Houston ISD’s recapture obligation. On Saturday, Houston ISD voters should say YES to Proposition 1 to keep working with us to improve funding for all schools and communities, and protect the tax base and economy of this great city.
