Sand pits

Regarding “Sand regs” (Page A11, Monday), an interesting editorial about the problems in Kingwood. Since the sand pits are supposed to be regulated and licensed, wouldn’t it make sense to require the owners of the sand pits to remediate the damage or have funds for remediation included in the licensing? Seems like such a simple solution. Maybe it has some potential though!
