Man jailed in killing charged in second case

A Houston man has been charged with capital murder in a February 2017 shooting that occurred just a month after another fatal shooting that landed him in jail last year.

Javan Williams, 26, now faces back-to-back murder charges related to the deaths of two people, one in January 2017 and the next a month later.

The latest charge is related to the robbery and death of Tonius Wayne Frank, 26, on Feb. 4, 2017.

Harris County Precinct 4 Constable’s Office deputies responded around 6 p.m. that day to a man found dead in his apartment at 300 North Vista Drive in north Harris County. He had several gunshot wounds, and electronic items were missing from his apartment.

Williams was charged on Tuesday, more than a year after Frank died. Williams was already being held in the Harris County in the Jan. 3, 2017, shooting death of Charlie Bennett Jr.

Bennett and his girlfriend were giving Williams a ride to an apartment complex before the shooting. The girlfriend told police that the three people pulled into a parking lot in the 1300 block of Greens Parkway, and Williams began to apologize to Bennett for an argument they had the previous night, police said.

Police allege that Williams then pulled out a gun and shot Bennett in the neck. He also allegedly shot the girlfriend in the arm and face, but she survived. Bennett did not.

Authoritie­s arrested Williams in April 2017. He has a jury trial scheduled for July 16 in the Bennett case.
