Imperial Valley College scored 15 points in the second quarter at Brawley on Saturday, to get past the University of Mexico 15-12, in the annual Rotary Internatio­nal Game. The Arabs turned an aerial attack loose against the Pumas for two touchdowns and most of IVC’s offensive yards. Quarterbac­k Randy Palomino picked the University of Mexico secondary apart. The artful passing ace tossed two touchdown passes and completed 18 of 31 attempts for 213 yards. Palomino hit Ron Jessie with a 39-yard scoring pass in the second quarter. He came right back with a two-point conversion pass. It went to Von Partner and put IVC in front to stay.

Minutes later, Randy passed to David Cato on a 30yard scoring play. Jesse kicked the extra point.

CALEXICO — The flood of illegal aliens into California is the “most complicate­d issue today, Lt. Gov. Mervyn Dymally said in the Valley on Monday.

He noted that there are some good side-effects. Dymally said he knows of no in-depth study of the problem but said the workers do not stay in the Valley once they cross the border. The outlook is “not all bad,” he said. “Our studies have concluded that it’s a mixed bag.”

Dymally noted that there are now families living in California illegally with children who may soon have the resources to enter the profession­s in American life. “Some people assume that all aliens are just cottonpick­ers.

A federal government has for the first time indicated a desire to examine the central issue in the water transfer negotiatio­ns between the Imperial Irrigation District and the Metropolit­an Water District, the IID’s right to sell water. In a letter dated Sept. 14, Wayne Marchant, Interior’s acting assistant secretary of water and science, asked the state treasurer’s office to delay final action on a proposed sale of water to the IT Corp. until the Secretary of the Interior has had a chance to review the implicatio­ns of such a sale.

The IID has agreed to sell 100 acre-feet of water per year to IT for use at its Westmorlan­d hazardous waste facility for a total of $25,000. The district has submitted the contract to the District Securities Division of the treasurer’s office in compliance with a state law that requires the treasurer’s approval of sales of “surplus” water. Referring to the Supreme Court’s decision in the case of Arizona v. California, Marchant wrote, “In short, the Court held that no person or entity has the right to Colorado River water without a contract with the Secretary. The Court was not so clear as to the rights of a contractin­g entity to resell Colorado River water or the respective roles of a Colorado River Basin State and the Secretary to approve such a resale of Colorado River water.”
