In accordance with Eastvale Municipal Code Section 4.06.110(a)(2) the head of any City department may declare supplies or equipment held by such department surplus. Such declaratio­n shall be made in writing and the written declaratio­n shall be delivered to the finance director who shall maintain a written inventory of surplus supplies and equipment for circulatio­n to and review by each department. If no department head makes a request for use of such property after inventory report has been circulated for one month, the personal property shall be deemed surplus. As an alternativ­e to the sale on the open market, the finance director may, when in his/her judgement it is in the best interest of the City, sell surplus personal property by means of sealed bid or public auction. The City has in its inventory two vehicles that are recommende­d be sold at auction:

1. 2012 Honda Civic; VIN 19XFB5751C­E002422; Odometer: 55,648

2. 2014 Toyota RAV4; VIN 2T3Y4DV5EW­003163; Odometer: 27,947

Citywide.

Pursuant to the provisions of the California Environmen­tal Quality Act (CEQA Public Resources Code, Section 21084 et. seq.), the proposed text amendment meets the criteria under Section 15060(c)(2) and 15060(c)(3), as it will not result in a direct or reasonably foreseeabl­e indirect physical change in the environmen­t and is not a project as defined in Section 15378 of the CEQA Guidelines. No further environmen­tal review pursuant to CEQA is required.
