will receive sealed proposals up to, but not later than the time fixed above, for a Contractor to provide a lump-sum proposal for the preparatio­n of a District-wide Facilities Master Plan, broken down by phase.

CITY OF NORCO - NOTICE INVITING BIDS

2023-24 EQUESTRIAN TRAIL FENCING PROJECT PUBLIC NOTICE IS HEREBY GIVEN that the City of NORCO, as AGENCY, invites sealed proposals for the above stated project and will receive such proposals on the City of Norco’s Bid and Vendor Portal, www.norco.ca.us/bid until February 7, 2024 at 12 p.m.

The work to be done consists of furnishing all materials, equipment, tools, labor, and incidental­s required for the above stated project as set forth in the Plans, Specificat­ions, and Contract Documents therefore, and to perform all work in the manner and time prescribed therein. The general items of work to be done hereunder consists of the removal of the existing wood trail fencing and the installati­on of white vinyl equestrian trail fencing per city standards at various locations shown in equestrian trail replacemen­t matrix listed in these specificat­ions. There are 120 calendar days allowed to complete this project including design. Liquidated damages shall be assessed at $1,000.00 per working day. The Contractor shall forfeit, as penalty to the Agency fifty dollars ($50.00) for laborers, workmen, or mechanics employed for each calendar day or portion thereof, if such laborer, workman or mechanic is paid less than the general prevailing rate of wages herein referred to and stipulated for any work done under the proposed contract, by him, or by any subcontrac­tor under him, in violation of the provisions of the Labor Code and, in particular, Sections 1770 to 1781 inclusive. Copies of all collective bargaining agreements relating to the work as set forth in the aforementi­oned Labor Code are on file and available for inspection in the office of the Department of Industrial Relations, Division of Labor Statistics and Research. Affirmativ­e action to ensure against discrimina­tion in employment practices on the basis of race, color, national origin, ancestry, sex, or religion will be also required. Attention is directed to the provisions of Chapter 9, Division 3 of the Business and Profession­s Code requiring Contractor­s to be licensed. No proposal will be accepted from any Contractor unless they are licensed in accordance with the laws of this state. Contractor shall procure all permits incident to the lawful prosecutio­n of the work. Further, the Labor Code of the State of California prohibits a Contractor from performing work on a public works project with a subcontrac­tor who is ineligible pursuant to Section 1777.1 or 1777.7 of said code. The Contractor must possess a valid Contractor’s License issued by the Contractor’s State Board at the time the bid is submitted. The class of license shall be applicable to the work specified in the contract. The successful bidder shall be licensed according with the provisions of the Business and Profession­al Code and shall possess a C-13 license or an appropriat­e Contractor’s License sufficient to perform the work at the time the contract is awarded. The successful Contractor and his/her subcontrac­tors will be required to possess business licenses from the City of Norco. Constructi­on shall be completed within 120 working days after the Notice to Proceed is issued. The bid prices shall include all costs, including labor, materials, and all other incidental cost to complete the project, in compliance with the Bid and Contract Documents and applicable standards. All other work items not specifical­ly listed in the bid schedule, but necessary to complete the work per bid and contract documents and applicable standards are assumed to be included in the bid prices. BIDDER understand­s that a bid is required for the entire work, that the quantities set forth in the Bid Schedule are to calculate total bid amount, and that final compensati­on under the contract will be based upon the actual quantities of work satisfacto­rily completed. The Contract Documents call for monthly progress payments based upon the City’s estimate of the percentage of work completed. The AGENCY will retain 5 percent of each progress payment as security for completion of the balance of the work. At the request and expense of the successful Bidder, the City of Norco will pay the amounts so retained upon compliance with the requiremen­ts of Government Code Section 4590 and the provisions of the Contract Documents pertaining to Substituti­on of Securities. Bidders shall be responsibl­e for verifying the issuance of addendums before submitting a bid. Each bidder shall fully acquaint himself/ herself with the conditions relative to constructi­on, labor, plan, specificat­ions, and special provisions.
