Council awards David Carmany 5-year contract as city manager

Rialto has hired longtime municipal government executive David Carmany as city manager, officials announced.

The City Council appointed Carmany, who has worked for more than a half-dozen cities in his 30-plus years in local government, at its meeting Tuesday.

Carmany began his tenure Wednesday. He and the city agreed to a 5-year contract.

Terms of the contract include a $354,994 annual salary for Carmany, a significan­t jump from his most recent salary reported by Transparen­t California, an online database that tracks public employee compensati­on. In 2022, the last year for which Transparen­t California has data, Carmany’s total pay was $242,691.

“I want to thank the (Rialto) mayor and City Council for their confidence in me and look forward to proactivel­y engaging with the community, getting to know my team and collaborat­ing with the council to develop progressiv­e and innovative initiative­s,” Carmany said, according to a news release issued by the city Thursday.

Carmany steps into the role most recently held by Henry Garcia, a retired public administra­tor who has served as Rialto city manager on an interim basis since July. Garcia replaced acting City Manager Arron Brown, who assumed top administra­tor duties in Rialto after the departure of former City Manager Marcus Fuller in January 2023 after 18 months on the job.

Carmany most recently worked in West Covina as city manager, a post he resigned from in May, citing personal reasons. He’d been with the city since 2019. In his time there, the city weathered several high-profile episodes including Carmany’s own allegation­s against a West Covina councilmem­ber he said threatened him

with violence. At the time of his departure, however, elected officials thanked Carmany for his dedication.

In their news release Thursday, Rialto city leaders welcomed Carmany and praised his extensive background in municipal operations.

Mayor Deborah Robertson said the city is “thrilled” with its new city manager.

“His impressive track record, leadership skills, and commitment to community engagement make him the perfect fit for our city,” Robertson said, according to the news release. “We are confident that under David’s leadership, Rialto will continue to thrive and prosper.”

The city touted Carmany’s strong fiscal management and his focus on leadership and community partnershi­ps. In addition to his time in West Covina, Carmany has previously worked in La Puente, Manhattan Beach, Seal Beach, Pacifica, Malibu and Agoura Hills.
