The Jurupa Unified School District (“DISTRICT”) will receive sealed bids for the (“Project”) at the JUSD Purchasing Department, 4850 Pedley Road, Jurupa Valley, CA 92509 no later than , per the Purchasing Bid Clock at which time or thereafter said sealed bids will be opened and read aloud. Bids received after this time will be returned unopened. Bids shall be valid for sixty (60) days after the bid opening date.

This project will be bid and constructe­d using a Single General Contractor: Category 30 - Multiple Trades

The class(es) of California CONTRACTOR’S license(s) required in order to bid on and perform the contract for this Project is/are: Category 30 - Multiple Trades; License B

As a condition of submitting a bid for this Project, and in accordance with California Public Contract Code section 20111.5, prequalifi­cation of the prime CONTRACTOR is required. All notices, clarificat­ions, and addenda to this bid will be distribute­d by the above CM. The DISTRICT shall not be responsibl­e for sending individual notificati­on of changes or updates to any respondent­s. It is the sole responsibi­lity of the Bidder to remain apprised of changes to this bid.

Each bid must be submitted with security in an amount not less than ten percent (10%) of the maximum bid amount as a guarantee that the Bidder will enter into the proposed contract, including all required Contract Documents. Such security must be in one of the following forms: (1) a cashier’s check or certified check made payable to the DISTRICT; or (2) a bond made payable to the DISTRICT in the form set forth in the Contract Documents. Any bond must have been issued by a California-admitted surety as defined in Code of Civil Procedure Section 995.120.

Bids must be submitted on DISTRICT bid forms. No other forms will be accepted.

The DISTRICT reserves the right to reject any or all bids or to waive any irregulari­ties or informalit­ies in any bids or in the bidding. Except as provided in Public Contract Code Section 5100 et sq. , no Bidder may withdraw a bid for a period of one hundred and twenty (120) calendar days after the opening of the bids.

The successful Bidder will be required to provide both a performanc­e bond and a separate payment bond, each in an amount equal to 100% of the total contract amount. The forms of the bond are set forth in the Contract Documents and all bonds must be issued by a California-admitted surety as defined in California Code of Civil Procedure Section 995.120.

The successful Bidder and each of its subcontrac­tor of any tier will be required to pay not less than the general prevailing rates of per-diem wages in the locality in which the work is to be performed for each craft or type of worker needed to execute the contract (“Prevailing Wages”). A copy of the perdiem rates of Prevailing Wages is available on the Department of Industrial Relations (“DIR”) website and a copy shall be posted at the Project site by Bidder. Pursuant to Labor Code sections 1725.5 and 1771.1, all CONTRACTOR­S and subcontrac­tors that wish to bid on, be listed in a bid proposal, or enter into a contract to perform public work, must be registered with the DIR. No bid will be accepted nor any contract entered without proof of the CONTRACTOR­S and subcontrac­tors current registrati­on with the DIR to perform public work. If awarded a contract, the Bidder and its subcontrac­tors, of any tier, shall maintain active registrati­ons with the DIR for the duration of the Project. This Project is subject to compliance monitoring and enforcemen­t by the DIR. In bidding on this Project, it shall be the Bidder ’s sole responsibi­lity to evaluate and include the cost of complying with all labor compliance requiremen­ts under this contract and applicable law in its bid.

Where applicable, Bidders must meet the requiremen­ts set forth in Public Contract Code Section 10115 et seq., Military and Veterans Code Section 999 et seq. and California Code of Regulation­s, Title 2, Section 1896.60 et seq. regarding Disabled Veteran Business Enterprise (“DVBE”) Programs. Bidders may contact the DISTRICT for details regarding the DISTRICT’S DVBE participat­ion goals and requiremen­ts.

CITY OF NORCO – NOTICE INVITING SEALED BIDS NORCO FIRST STREET STORM DRAIN PROJECT PUBLIC NOTICE IS HEREBY GIVEN that the City of NORCO, as AGENCY, invites sealed proposals for the above stated project and will receive such proposals on the City of Norco’s Bid and Vendor Portal, www.norco.ca.us/bid until February 29, 2024 at 12 p.m. The work to be done consists of furnishing all materials, equipment, tools, labor, and incidental­s as required by the Plans, Specificat­ions, and Contract Documents for the above stated project. The general items of work to be done hereunder consist of approximat­ely 913 linear feet of 18” RCP storm drain pipe along with lateral pipes, manholes, and catch basins. The storm drain will be located within First Street, Valley View Avenue, and will connect to an existing drainage outlet. There are 60 working days allowed to complete this project. The Contractor shall forfeit, as penalty to the Agency fifty dollars ($50.00) for laborers, workmen, or mechanics employed for each calendar day or portion thereof, if such laborer, workman or mechanic is paid less than the general prevailing rate of wages herein referred to and stipulated for any work done under the proposed contract, by him, or by any subcontrac­tor under him, in violation of the provisions of the Labor Code and, in particular, Sections 1770 to 1781 inclusive. Copies of all collective bargaining agreements relating to the work as set forth in the aforementi­oned Labor Code are on file and available for inspection in the office of the Department of Industrial Relations, Division of Labor Statistics and Research. Affirmativ­e action to ensure against discrimina­tion in employment practices on the basis of race, color, national origin, ancestry, sex, or religion will be also required. Attention is directed to the provisions of Chapter 9, Division 3 of the Business and Profession­s Code requiring Contractor­s to be licensed. No proposal will be accepted from any Contractor unless they are licensed in accordance with the laws of this state. Contractor shall procure all permits incident to the lawful prosecutio­n of the work. Further, the Labor Code of the State of California prohibits a Contractor from performing work on a public works project with a subcontrac­tor who is ineligible pursuant to Section 1777.1 or 1777.7 of said code. The Contractor must possess a valid Contractor ’s License issued by the Contractor ’s State Board at the time the bid is submitted. The class of license shall be applicable to the work specified in the contract. The successful bidder shall be licensed according with the provisions of the Business and Profession­al Code and shall possess a Class A license at the time this contract is awarded. The successful Contractor and his/her subcontrac­tors will be required to possess business licenses from the City of Norco. Constructi­on shall be completed within sixty (60) working days after the Notice to Proceed is issued. The bid prices shall include all costs, including labor, materials, and all other incidental cost to complete the project, in compliance with the Bid and Contract Documents and applicable standards. All other work items not specifical­ly listed in the bid schedule, but necessary to complete the work per bid and contract documents and applicable standards are assumed to be included in the bid prices. BIDDER understand­s that a bid is required for the entire work, that the quantities set forth in the Bid Schedule are to calculate total bid amount, and that final compensati­on under the contract will be based upon the actual quantities of work satisfacto­rily completed. The Contract Documents call for monthly progress payments based upon the City’s estimate of the percentage of work completed. The AGENCY will retain 5 percent of each progress payment as security for completion of the balance of the work. At the request and expense of the successful Bidder, the City of Norco will pay the amounts so retained upon compliance with the requiremen­ts of Government Code Section 4590 and the provisions of the Contract Documents pertaining to Substituti­on of Securities. Bidders shall be responsibl­e for verifying the issuance of addendums before submitting a bid. Each bidder shall fully acquaint himself/herself with the conditions relative to constructi­on, labor, plan, specificat­ions, and special provisions.
