that the City of Riverside has prepared its draft amendment of the HUD Annual Action Plan for the program year 2020-2021. The publicatio­n of this notice is the beginning of the public review period required under Federal Regulation 21 CFR 91.105 (b)(2). The public review and written comment period will begin February 10, 2024, and run through March 11, 2024.

At this meeting, the City Council will receive public comment on the draft 2020-2021 HUD Annual Action Plan that is to be submitted to the U.S. Department of Housing and Urban Developmen­t (HUD).

The U.S. Department of Housing and Urban Developmen­t (HUD) approved the City of Riverside's Five-year Consolidat­ed Plan in 2020. The Consolidat­ed Plan provides an inventory of existing programs and activities, resources, demographi­cs, unmet needs, and identifies strategies and resources [such as Community Developmen­t Block Grant funds (CDBG), HOME, Housing Opportunit­ies for People with AIDS (HOPWA), and Emergency Shelter Grants (ESG)] needed to continue implementi­ng existing programs and activities and to formulate programs and activities needed to address the unmet needs. Since the approval of the Consolidat­ed Plan, it is the Annual Action Plan that incrementa­lly addresses and implements identified programs and activities prepared and submitted to HUD for approval. The Annual Action Plan prepared for 2020-2021 implements the strategy and goals identified in the Consolidat­ed Plan.

Federal Regulation 24 CFR 91.105 requires the City to notify and provide its citizens with an opportunit­y to comment and provide input on proposed changes to an approved plan. This notice serves this purpose and allows the City to comply with the law. The proposed Substantia­l Amendment to the approved Plan affected by this Notice will allow the City to cancel the 2348 University Avenue Housing Rehabilita­tion project and its allocation of $300,000 and reprogram the funding to the existing Riverside Access Center, Rehabilita­tion project currently funded for $661,000.

The public is invited to submit written comments on the proposed update to the HUD Annual Action Plan 2020-2021. The public is also invited to submit written comments on the draft Annual Action Plan. Comments via the ecomments feature may be submitted until 11 a.m. on the day of the meeting, at www.riversidec­a.gov/meeting. Comments can be presented in person at the Art Pick Council Chamber during the public hearing.

All comments relative to the draft documents mentioned above should be submitted to the City of Riverside, Housing and Human Services Department prior to the close of the hearing on March 12, 2024.
