Possible Survey to Gain Youth’s Thoughts and Ideas on Kane

Mayor of the Borough of Kane, Brandy Schimp, suggested talking with the Kane Area School District about creating a survey to gauge the youth’s satisfacti­on with living in Kane during the Kane Borough Council Regular Meeting on Wednesday.

Schimp suggested the survey ask students what they would like to see, what would keep them in Kane, and what they look for in an ideal community.

Schimp said she hopes to hear from a variety of kids and stated that a survey may be the best way to do that.

Also at the meeting, Kane Fire Chief, Matt Bressler said that it was brought to his attention that juveniles were sitting on the edge of the bridge in Kane with their feet dangling off the bridge. The juveniles were asked to get off the bridge where they were seated so they would not fall into the water. He asked that everyone keep an eye out for this type of activity.

Bressler also said he received the final determinat­ion to the Right to Know request from the States Office of Open Records. He said some of the informatio­n on the Motorola Radio Contract has been previously unredacted, including Commission­er Tom Kreiner as the signer and other basic informatio­n.

The comment period closed on May 27 and a ruling was expected by July 8. On July 12, the ruling was issued that Mckean County was required to provide an unredacted copy of the contract within 30 days.

Wetmore Township sent a letter to the Borough of Kane to request a dissolutio­n of the Kane Borough Sewer Authority.

Kane Police Chief, Heath Boyer said during the meeting that police call volume has gone up.

“We are usually averaging about 120 calls and we are up to 170 this month,” Boyer said. “And all the other stuff up to 300 where we are usually averaging about 250 (such as traffic stops).”

Juvenile allegation­s are usually one a month and there were seven for the month of June.

Kane Borough Manager, Don Payne said that the borough is going to submit an applicatio­n for ARPA funds for the ball field project.

Payne mentioned that he attended the Homeless Meeting. Councilwom­an, Linda Kerek asked Payne if there was an increase in homeless people over last year and what kind of impact is it having. Payne responded that he did not think that there were numbers to support whether or not there was an increase.

He added that there is more to the definition of homeless, such as if someone is sleeping at their neighbor's house or at a family member's home. He said that they are trying to figure out if some people get caught in the cycle and how they can be helped to get them out of the cycle.

Councilwom­an, Melanie Clabaugh said she thought it would be important for the Redevelopm­ent Authority to be at the meetings to hear what is happening in the Kane Community.

Micro-surfacing (protective seal coat that extends the life of pavement) of Lincoln and Welch Street will be tested and if it is successful it will be integrated into the maintenanc­e program.

Payne also said there is a probabilit­y of blacktoppi­ng the streets in the Kane Borough next year. The first step is a complete inventory of the streets, categorizi­ng the streets, and the streets determined to be “critical” will be paved first.

Kane Borough executed the sale of two vehicles.

Clabaugh stated that she and Kate Kennedy are working with Protocol 80 on the website for the Kane Borough.

“Protocol 80 provided a contract. So, for initial developmen­t in the first year of the website, the bill was $13,115. The Kane Area Developmen­t Center paid more than half of the bill and they are asking for $6,000 from the Kane Borough for the one-time payment to develop the site and then $600 a year moving forward,” Clabaugh explained. Council agreed to pay the $6,000 and $600 for the maintenanc­e.

Council agreed to apply for County Aid in the amount of $5,686.

Council looked at the map for the subdivisio­n for the Goods property behind Commons Alley in Kane. Council agreed to sign the letter from the Mckean County Planning Commission for them to record the map.

Council held their first reading on Ordinance #A-1062 for the no parking on a section of Hacker Street.

Resolution #09-22 for the sale of Dinkmar Leafer was approved.

Resolution #10-22 for the sale of the Eager Beaver Asphalt Roller was approved.

Pastor Rebecca Harris led the council in prayer before the meeting.

Mayor Schimp announced that National Night Out will be in Kane on August 2 and has acquired a dunk tank.
