County Commissioners Association of Pennsylvania addresses 6 priorities across the Commonwealth
The Board of the County Commissioners Association of Pennsylvania (CCAP) has worked on the priorities for the year and those priorities have been released. At the Mckean County Commissioners Tuesday's meeting, Commissioner Carol Duffy announced that there are six priorities this year.
One priority is the 911 funding and reauthorization. The other five are County inmates with mental health issues, County mental health base funding increase, addressing the needs of children and youth who have complex behavioral health issues, broadband access and development, and promoting election integrity.
She said these are the six of the priorities they have for 2023.
"Throughout the year we will be bringing additional information as it is received and advocating for these issues across the Commonwealth," she added. "
The Commissioners covered the Resolutions and Approvals of the Board.
A resolution authorizing a contract extension to the Mckean County Redevelopment Authority (MCRA) for the Community Development Block Grant (CDBG) number C000070902 until September 30, 2023, was approved by the Commissioners.
The State Food Purchase Program Grant Agreement Amendment Number 1, to designate Second Harvest Food Bank of Northwest Pennsylvania as the "Lead Agency" was also approved.
Adam Causer was appointed to the Headwater Resource Conservation and Development Council as the Commissioners Representative for a term of two years effective January 1, 2023.
Shawn Hutchings was appointed as the Agency Open Records Officer (Right to Know Officer) for Mckean County. His position is effective immediately.
Ann Robinson was appointed to the North Central PA Regional Planning and Development Commission's Comprehensive Economic Development Strategy Committee Board to complete the unexpired term of Robert Veilluex, effective immediately.
The following Contracts/leases/purchase Agreements were approved by the Commissioners:
• Brightspeed Quote for Elk County - Northern Tier Regional 911 System Project Group in the amount of $20,398.
• Emergency Solutions Grant Program Contract #C0000084298 award letter in the amount of $155,264.
• Subgrant Award Letter 2023 - 2024 Mckean County RASA Victim Services PCCD Grant in the amount of $70,370.
• Certificate of Milestone Acceptance for Motorola.
• Repository Sale of .11 acres on Smithfield Avenue, Kane Borough 1st Ward, Map No. 08003-110, reputed owner E W Estate and Anne Albertson to only bidder: Robert C. Mallory for $250, as approved by the municipality and the school district.
• Repository Sale of 310 Bayard Street, .14 acres with a two-story house, Kane Borough 2nd Ward, Map No. 09001-230, reputed owner Ryan Germonto to only bidder: Borough of Kane for $250, as approved by the municipality and the school district.
• Repository Sale of 570 East Mill Street, .33 acre with a two-story house, Port Allegany Borough, Map No. 14004-126, reputed owner Joel E. and Julie M. Schroll to only bidder: Port Allegany School District for $3,500, as approved by the municipality and the school district.
• Mccutcheon Enterprises Inc., PA Certified Hazardous Materials Team, for a contract effective January 1, 2023, in the amount of $2,500 (a provider in the County in the case of any hazardous spill, will clean it up).
• KOS Quote for the Conservation District, five-year FMV Lease for $129.47 per month.
• Interoperability and Site Sharing Agreement between Mckean County and Pennsylvania State Police (for sites that will be shared for the radio project, an agreement between the state and the county).
• Capital Improvement Form for Courts Upgrading Recording Software with all supporting documents and Purchase Order Request.
Lastly, the Commissioners approved the Foster Care Agreement with Justin and Clarissa Wedge.
The next meeting is at 10 a.m. on February 28, 2023, at the Mckean County Courthouse in Smethport. The meeting is held in the Commissioners' Meeting Room.
