Henderson may reject all bids for basin

The Henderson City Council may reject all bids for the construction contract of the Pittman Horizon Ridge Detention Basin during its meeting Tuesday night.

The project will be at the foot of Black Mountain, about 3,000 feet southeast of the intersection of Gibson Road and Horizon Ridge Parkway. It aims to supplement the existing Pioneer Detention Basin east of Interstate 515 and north of the 215 Beltway close to the University of Phoenix in Henderson.

The new basin will be downstream of neighborhoods, including housing at Champion village, city spokesman David Cherry said.

“(The new basin) will help protect downstream properties to the north that have experienced flooding in the past due to rain runoff from the foothills to the south,” Cherry said. “Flood control is critical to protecting lives and preventing property damage.”

The Clark County Regional Flood Control District and the city of Henderson entered an interlocal contract for the project in April 2016.

Bids opened Sept. 19, and seven bids were received ranging from $6,618,000 to $9,313,980.

The majority of the bidders were rejected for failing to complete the required subcontractor listing, Cherry said. Others were not properly qualified by the Nevada State Public Works Board, and one bid was significantly higher than the estimate for the project.

If the council votes to reject the bids, city officials can reopen the bidding, which could extend the project’s completion by several months, Cherry said.

During rebidding, any qualified bidder can apply, including those that were previously rejected.

The project is funded with money from the Regional Flood Control District, but the city of Henderson will manage design and construction.
