Constructi­on performanc­e has been linked to a very strong expansion of public investment, in turn generated by revenues from the export of gas and other raw materials, which implied revenues at all levels of government.

Its dynamics depend on the demand of other sectors and, in the case of public investment, on the density of works, a measure that refers not only to budget amounts, but also to the quantity and frequency of works executed by the different levels of government.
