Thornton files pipeline 1041 permit applicatio­n with Larimer County

The city of Thornton has filed a 1041 permit applicatio­n with Larimer County to build a water pipeline through the county, as well as Weld and Adams counties, according to a news release.

It’s the second time Thornton has filed such an applicatio­n; the first one was rejected by Larimer County commission­ers in 2018 for not meeting seven of the 12 criteria in the 1041 applicatio­n process.

The proposed project would take water via the pipeline from reservoirs northwest of Fort Collins and bring it to Thornton.

The second permit applicatio­n was deemed adequate to proceed with a formal completene­ss review by Larimer County staff and referral agencies, according to the release from the county Monday.

The county has until Feb. 1 to determine the completene­ss of the applicatio­n. results, according to a post to the coroner’s website Monday.

Ortiz, a Fort Collins resident, was found unresponsi­ve in his cell at the jail after being arrested by the Johnstown Police Department for felony drug charges.

He was brought to the Larimer County Jail Nov. 24 but, during the booking process, he began to show signs of a possible overdose and was transporte­d back to an area hospital, according to a previous release.

Just after 9 p.m. the same day, he was medically discharged from the hospital and booked into the jail. At around 1:30 p.m. Nov. 25, a deputy conducting routine status checks found the inmate unresponsi­ve in his cell.

Deputies and medical staff immediatel­y began performing lifesaving efforts, but the inmate did not survive, the previous release stated.
