The man suspected of shooting two others in Sutter turned himself in to law enforcement on Thursday.

Sutter County Undersheriff Jeff Pierce said Steve Little Foster, 32, after nearly two days at large, turned himself in to the department at about 4 p.m. Deputies were questioning him.

Foster allegedly walked up to the two victims while they were working on a car and shot them just after 8 p.m. Tuesday in the 1900 block of Walnut Street.

The victims are still hospitalized.

Charles Langley, 48, was in serious condition, his family said, with his vitals “extremely unstable.”

His daughter, Jessica, said Langley, as of Thursday, had five blood transfusions and was bleeding internally. She said he was shot three times – in the stomach, inner hip, and knee/shin area – and two main arteries were affected.

Walter Carnahan, 36, was

responsive, according to his family, and doctors were trying to get him up and walking Thursday. They said he was shot in the stomach and surgeons had to remove a small piece of his intestines and his little finger was almost severed.

Family members also said Foster has known the victims for years, and that the three had been spending the day cleaning up the Walnut Street property.

Sutter County sheriff’s deputies found the gold GMC Yukon, which Foster allegedly drove away from the shooting, Wednesday morning at Humphrey and Franklin roads. Foster was not with the car – a friend was driving it, following his girlfriend to switch cars in Sutter, authorities said. The couple was detained, questioned, and released, and the Yukon was impounded, according to Undersheriff Jeff Pierce.

He said the two were not arrested because there was not enough evidence to show that they had committed a crime.

“They are not off the hook, though,” Pierce said Thursday.
