Sutter County’s move to consolidate its largest department into the vacant Kmart building in Yuba City potentially takes its next step today.

The Board of Supervisors will vote to advertise for a request for qualifications to select a consultant to prepare the construction documents.

“This is going to be a tremendous asset for the county,” said Supervisor Jim Whiteaker. “It will alleviate the burden the county has with multiple buildings and consolidate employees down greatly.”

According to the report by the Development Services Department, the county will begin advertising Wednesday if the board approves the item.

The scope of work detailed within the report includes the assessment of building, schematic and design development for support service assistance while construction takes place.

The one-story building includes existing electrical, mechanical, plumbing and fire protection systems which will require assessment and modification to current California code, according to the report.

A tentative project schedule is: Distribute advertisement of requests for qualification on Wednesday; submittals due Aug. 1; short-listed firms notified on Aug. 14; site tour Aug. 28-31; short-listed firm interviews Sept. 11-14; board to award consultant contract Oct. 10.

The board will also take a look at:

Implementation of a 9/80 work schedule: Argued as a more flexible and accommodating work schedule, Human Resources Director Regina Romeo will present the board with reasons to update current sections regarding office hours.

According to the attached report, several departments will implement a schedule that requires employees work nine hours most days, but receive a three-day weekend every other week.

The shift, the report argues, will lower costs for the county and benefit employees with less transportation and maintenance costs.

Approval to support delay in relicensing Oroville Dam: The board will vote to join the Oroville Dam Coalition in requesting the Federal Energy Regulatory Commission delay relicensing Oroville Dam.

According to the item’s report, FERC should delay until the board of consultants and forensic team have completed their assessment of the spillways and dam.

If approved, Sutter County will sign on to a letter drafted by Assemblyman James Gallagher.

Certificates of recognition will be awarded to Ampla Health and FREED Independent Living in recognition of their support during the February evacuations.
