There have been five separate incidents throughout Colusa County that started late last month, Barajas said, with hundreds of tires dumped in various locations. Also in late July, more than 400 tires were dumped in south Sutter County at several spots throughout the county.

In an email, Sutter County Undersheriff Jeff Pierce said Farooq and Qasim are persons of interest, but the investigation remains ongoing. In an interview last month, he said he believed the tires were being dumped by people trying to avoid costs associated with dumping the tires.

The cost to dispose tires varies, but the standard car tire is $4.65 each; a standard truck tire is $13.10; and a standard tractor tire is $72.15, according to Recology. The cost to the county to remove the tires ranges between $3 per tire to $12 per tire.
