Cedarburg apartment proposal advances

A disputed apartment proposal next to Cedarburg’s historic downtown has received a key city endorsemen­t after the developer downsized the project.

The Plan Commission voted 4-2 at its Monday night meeting to approve HSI Properties LLC’s proposal to develop 69 apartments near the historic St. Francis Borgia Catholic Church.

That recommenda­tion is to be reviewed by the Common Council at its March 13 meeting, said Jon Censky, city planner.

The proposal, known as Arrabelle, would feature a pair of three-story apartment buildings constructe­d behind the church, on the former parish school site between Washington Ave. and Hamilton Road. Those buildings would have 32 and 28 units.

The former school, along with the former church rectory, would be demolished after the parish sells those properties to HSI.

A third apartment building, with nine twostory townhouse units, would be across Hamilton Road from the church, on what is now a parking lot.

Opponents say the developmen­t, reduced from 87 units, remains too large for the neighborho­od, which mainly has two-story houses. Supporters say the $16 million to $18 million developmen­t would provide Cedarburg’s empty-nesters with a new place to live and generate property tax revenue.

Commission members voting to approve the pro- ject were Kip Kinzel, who also is mayor, along with John Czarnecki, Mark Poellot and Heather Cain. Greg Zimmerschi­ed and Dan von Bargen voted “no.”

Mark Burgoyne abstained in response to an opponent’s claim he had a conflict of interest because of his role on a parish committee. That abstention occurred despite a city attorney’s opinion that Burgoyne did not have a conflict, Censky said.
