Health care plan
A significant problem in medical insurance is catastrophic events. They cause individual bankruptcy and high medical insurance rates. Many of the catastrophic events are random, pre-existing conditions or old age.
What I propose is that all catastrophic costs be covered by the government. This would also eliminate adverse selection, a problem for insurance underwriters. Most people can overcome “normal” medical expenses just as they cover other living expenses. The normal amount can be determined by negotiation based on family income, family size, etc.
Eliminate those costs from insurance plans and rates can drop to affordable levels.
