Senior apartments proposed in Franklin, Muskego

Developmen­ts would have 136 total units

Two apartment developmen­ts for seniors, totaling 136 units, are being proposed for the neighborin­g communitie­s of Franklin and Muskego.

In Franklin, Indianapol­isbased Herman & Kittle Properties Inc. is proposing a two-story, 48unit building at 3709 W. College Ave.

Known as the Lakeview at Franklin, it would offer 30 onebedroom and 18 two-bedroom apartments for seniors who can live independen­tly, according to the Franklin Plan Commission agenda.

The $8 million developmen­t would include a patio, exercise room, community room and library, according to a commission report. Lutheran Social Services of Wisconsin and Upper Michigan Inc. would provide support services for residents.

Herman & Kittle plans to seek federal affordable housing tax credits to help finance the developmen­t.

Developers that receive those credits, which are provided through an annual competitio­n, must offer apartments at belowmarke­t rents to people earning no higher than 60% of the area median income.

Lakeview would provide 40 units at below-market rents, with eight units provided at market rents, according to the agenda.

Herman & Kittle is seeking a special use amendment for the proposed developmen­t site. The Plan Commission will conduct a public hearing on that request at its Thursday meeting.

In Muskego, Ener-Con Cos. is proposing to redevelop the Muskego Elementary property, S74 W17476 Janesville Road, into 88 units of senior housing.

Ener-Con’s conceptual plans include two connected assisted living apartment buildings: a 24unit apartment complex in the existing school building and a newly built 24-unit facility.

The developmen­t would include converting the school auditorium into a community room and cafeteria. Also, Ener-Con would develop a pair of two-story, 20-unit buildings at the rear of the property for seniors who can live independen­tly.

“This overall concept could allow a tenant to transition from the independen­t living apartments to the assisted living facilities as they age and need more care,” according to a city report.
