Two people have been charged in a fatal drug rip-off in September near N. 38th and W. Locust streets.

Rayshawn Williams, 26, is charged with felony murder, while Ebony Ferrell, 44, is charged with conspiracy to commit robbery.

According to criminal complaints, Ferrell knew the 38-year-old victim, “Tony,” sold drugs, as he had asked her to help him find customers. Later, among a group of people that included Williams, she mentioned “Tony,” whose full name was Antonio R. Davis, as a robbery target and texted his name and number to Williams. She was to receive $100 from any robbery proceeds.

About 8 p.m. Sept. 24, Williams texted Davis to set up a drug purchase but instead robbed and shot him. Davis stumbled into a nearby neighborhood grocery store saying he’d been shot. He died later at a hospital from a single gunshot wound.

Investigators found Davis’ driver’s license and other identifying documents near a car parked in an alley not far from the store, along with blood and bullet fragments. His phone was missing but shortly after the shooting, records showed investigators, the phone made three contacts with Ferrell’s phone.

Police recruits: The Milwaukee Police Department welcomed 65 new recruits into the academy Monday. The class is the second to start in 2017 and will graduate next year once recruits complete six months of training.
