A 36-unit apartment development is planned for a city-owned former industrial site in Cudahy.

Developer Dan Carmody plans to construct six two-story buildings, each with six market-rate apartments, on 3.4 acres at 3200 E. Barnard Ave., according to the proposal.

Known as Barnard Village Apartments, each unit would have two bedrooms, two bathrooms and attached two-car garages, said Brian Biernat, city economic development director.

The Community Development Authority has approved selling the site to Carmody, Biernat said.

The site is valued at around $340,000.

Carmody is getting the land for $1, in return for placing the roughly $340,000 into a construction escrow account to help finance Barnard Village, Biernat said.

Construction is to begin this summer on the first building, Biernat said. Carmody would likely complete all six buildings within about three years, he said.

The assessed value of the project would total around an estimated $3.9 million, Biernat said.

The Common Council on Tuesday is scheduled to begin the process of rezoning the site from manufacturing to residential. The Plan Commission is to review the plans at its April 10 meeting.

Barnard Village would be just east of CLE Haven Assisted Living, which opened in 2015 at 3460 E. Barnard Ave.

Other newer buildings in the area, which is north of Patrick Cudahy Inc., include Angelic Bakehouse Inc.’s wholesale bakery, 3275 E. Layton Ave.

Angelic Bakehouse opened in 2013, and last year received city approval for an expansion plan. That expansion is nearly complete, Biernat said.
