Grafton dad charged in daughter’s fatal heroin overdose

- Steven Martinez

A Grafton man in July 2017 drove his 32-year-old daughter to buy the heroin that killed her just hours later, and had previously revived her from an overdose, according to a criminal complaint.

Terry Hibbard, 60, was charged March 21 in Ozaukee County Circuit Court with first-degree reckless homicide in connection with the July 10 overdose death of Taralyn Hibbard.

His initial court appearance was scheduled for March 22, records show.

According to the complaint, Hibbard drove his daughter to Milwaukee “once or twice a week” to buy heroin, and did so July 9, 2017, when Taralyn bought $60 of “really potent” heroin from a dealer named “Cheese” near 60th Street and Good Hope Road.

Hibbard told police in the complaint that Taralyn gave him “a line to snort” when they returned home, but kept the rest for herself “as she always did.”

He said the last time he saw her alive was around midnight.

A friend who Taralyn Hibbard was staying with called police the following day to report the death.

The Milwaukee County Medical Examiner’s office determined Taralyn died of an opiate overdose.

According to the complaint, Taralyn had for a few months been living with the friend in a trailer park in the 1500 block of North Port Washington Road in an attempt at rehabilitation.

That attempt failed, as police, according to the complaint, discovered text conversations Taralyn had with her father about “how to obtain drugs;” with Cheese to arrange the drug buy; and with an unidentified person in which she indicated her father had previously revived her from an overdose.

Court records indicate Cheese, later identified as Davion Poe, was charged about 10 days after Taralyn died.

He pleaded guilty Feb. 21 to firstdegree reckless homicide, and was sentenced to eight years in prison and 10 years of extended supervision the same day Terry Hibbard was charged.

If convicted, Hibbard could face up to 40 years in prison and $100,000 in fines.
