Man charged with killing ex-girlfriend’s father

A 21-year-old Milwaukee man said he wasn’t trying to shoot his ex-girlfriend’s father when he fired a .40-caliber handgun into the man’s vehicle, killing him almost instantly, according to a criminal complaint.

Charles M. Richard told police he was trying to scare Michael D. Neal, 40, away from his home when he shot twice into the vehicle shortly before 11 p.m. Saturday in the 4200 block of N. 26th St., according to a criminal complaint and Milwaukee police.

Neal had driven to the home after a group of girls broke a window on his home earlier, telling Richard, “You said come over so we could talk,” said the complaint filed Wednesday charging Richard with first-degree reckless homicide, use of a dangerous weapon.

Neal’s girlfriend told police she believed Neal was already dead when, after the shots were fired, the vehicle accelerated, forcing her to take control of it.

Richard, who wrote an apology letter to Neal’s family, was in the Milwaukee County Jail Wednesday with bail set at $300,000, according to the complaint and jail records.

If convicted, he could be sentenced to up to 60 years in prison, according to the complaint.

The KC-135 aircraft blew out two of its tires as it landed amid thick plumes of smoke. Emergency vehicles surrounded the plane after it came to a stop.
