Arizona Gov. Jan Brewer, one of the fiercest Obamacare critics among Republican governors, rallied support last week for raising Medicaid eligibility in order to draw federal funding under the healthcare law. A day later, a coalition of Democrats and moderate Republicans in the state Senate passed a budget that included Brewer’s plan to cover residents earning as much as 138% of the federal poverty level. The plan’s success in the Republican-led House remains uncertain.
