Who needs re­peal and re­place? Sab­o­tage will help do the job

Re­gard­ing the Oct. 9 ed­i­to­rial (“Re­peal and re­place isn’t dead yet,” p. 29), even though re­peal and re­place is cur­rently a zom­bie, the ad­min­is­tra- tion still has all sorts of ways to sab­o­tage the Af­ford­able Care Act. Due to un­cer­tainty about re­im­burse­ments, some pre­mi­ums are sky­rock­et­ing, as has been the case in Utah. The Re­pub­li­cans are shout­ing that Oba­macare is fail­ing, and then do­ing every­thing within their power ad­min­is­tra­tively to make it fail, at tremen­dous fi­nan­cial and hu­man cost.
