Police: Suspect in hit-and-run apprehended in Florida
North Branford police announced Tuesday that a suspect has been arrested in connection with a hitand-run that took a local man’s life last month.
According to police, on Tuesday 60-year-old James Black, of Florida, was taken into custody by the Highland County Sheriff ’s Office in Florida. Black will be held there as he awaits extradition back to Connecticut.
Black will be charged with manslaughter in the death of David Horbal, 65, who was found deceased on Foxon Road on March 28 after being struck by a vehicle that fled the scene, according to police. Black will also be charged with evading responsibility resulting in death and tampering with evidence.
Police said officers have been working exhaustively to identify the driver and the vehicle involved in the hit-and-run, and have been assisted by law enforcement from East Haven, Branford, Madison, Guilford and New Haven.
Police said they were also aided by members of the community and private business in North Branford and surrounding towns.
“I am especially thankful and in awe of the efforts and determination of the officers of North Branford Police Department, especially Officer Louis Pane, who is the lead investigator in this case. Their professionalism, empathy, work ethic and commitment to bring James Black into custody for this horrific crime highlights their professionalism and devotion to the residents of North Branford and the Connecticut Law Enforcement community,” Chief James Lovelace said in a news release about the arrest.
