From the mailbag: Dear Gridlock Sam,

Last Sunday we parked our car at Rockaway Beach. We were parked legally, but when we returned there was a ticket on the windshield. It said the violation was “covered plate”, “back plate, plastic cover on plate”.

Apparently our Bumper Bully was covering the back license plate. My husband and I were both shocked that this was a violation; we had no idea. Do both license plates have to be in full view at all times and if not, this constitutes a violation? How does the rule read?

Lois, New York

Dear Lois,

Yes, it’s illegal to cover either license plate even if the plates are readable. In the NY Vehicle and Traffic Law, it reads in section 402, “Number plates shall be kept clean and in a condition so as to be easily readable and shall not be covered by glass or any plastic material.”
