$6M deal in grim Rikers death
THE DE BLASIO administration has agreed to pay $5.7 million to the family of a mentally ill inmate who suffered a gruesome death after he was left in a cell for seven days without medication.
Bradley Ballard, 39, was naked and unresponsive when he was finally removed from his cell on Sept. 11, 2013. His body was covered in feces and his genitals were swollen and badly infected, injuries suffered after he tied a band around his penis.
The state Commission on Correction said his medical care by private firm Corizon Health was “so incompetent and inadequate as to shock the conscience.”
Jail staff had purposely withheld medication from Ballard (photo), who suffered from diabetes and schizophrenia, records show. He was in jail due to a parole violation.
“This was a total system failure, an astonishing display of inhuman treatment and misconduct that involved culpability at virtually every level,” said lawyer Jonathan Abady, who represents Ballard’s mother, mother, Beverley Ann Griffin.
