Rx-tainted doc is still in business
POLICE WERE questioning a person of interest Friday in the shooting of an innocent bystander in Brooklyn, authorities said.
Franklin Cedano, 59, was hit in the chest by gunfire on Tompkins Ave. in Bedford-Stuyvesant at 7:50 p.m. on Wednesday, cops said.

Dr. David Taylor, Vito Gallicchio and Daniel Garcia pleaded not guilty in Manhattan Federal Court on Friday to one count of “conspiring to distribute and possess with intent to distribute oxycodone.”
Starting in January 2012, Gallicchio steered fake patients to Taylor, and the 74-year-old doctor would dole out prescriptions for opioids or alprazolam — commonly known as Xanax — for $150 or bartered services, the feds alleged.
Gallicchio, 48, would bring these patients to pharmacies to fill the scripts.
The patients, many of whom are pill addicts, would then turn some of their meds over to Garcia, 57, who ultimately distributed to other Staten Island dealers, officials charged.
Taylor, Gallicchio and Garcia were all released on bail.
As part of the bond deal brokered between prosecutors and Taylor’s lawyer, he can’t write prescriptions while awaiting trial. But Taylor can keep seeing patients at his pain management practice on Hylan Blvd. and Oceanic Ave. in Eltingville.
“Dr. Taylor denies the charges against him,” said his lawyer, Steven Brill.
“He has pled not guilty and looks forward to defending himself” against them.
