USHER IN NEW STD SUIT

3 claim herpes exposure

NO MORE back rubs.

Ng Lap Seng, a convicted United Nations briber, can no longer get private massages in his luxury Midtown apartment while awaiting sentencing, a federal judge ruled Monday.

Seng, 69, was convicted of paying more than $500,000 in bribes to Joan Ashe, a former UN General Assembly president, and Francis Lorenzo, a former deputy UN ambassador from the Dominican Republic.

In return, the Chinese national sought UN backing for a conference center in Macau.

The real estate developer was allowed to remain free on a $50 million bail inside his posh apartment under 24-hour guard after his arrest in 2015.

Last week, prosecutor­s asked U.S. District Judge Vernon Broderick to jail him before sentencing. Instead, Broderick imposed added restrictio­ns, such as requiring court approval for all nonfamily visitors and an interprete­r must be present during the daytime so conversati­ons can be monitored. THEY GOT it bad.

Three fans sued Usher Monday, alleging that sexual encounters with the R&B star exposed them to herpes.

The lone public accuser, Quantasia Sharpton, alleged she had a tryst with Usher in a hotel room as she was celebratin­g her 19th birthday two years ago.

Sharpton said she’s negative for herpes — but still suffered severe stress and embarrassm­ent after learning she might have been exposed to the incurable sexually transmitte­d disease.

“When I first heard he had herpes I couldn’t believe it . . . I would have never consented if I had known,” Sharpton, 21, said during a press conference at the New York Hilton Midtown.

The other two fans, a man and woman, were identified only as John Doe and Jane Doe in the lawsuit filed in Los Angeles Superior Court.

Their attorney, Lisa Bloom, said one of them does have herpes.

Sharpton, who uses the name Angel Valentino on social media, also told her Facebook followers, “I need some money” about a week before her lawsuit.

Early Monday she wrote, “Enjoying my last hours as a regular girl.”

The musician, whose full name is Usher Raymond, has not responded to the accusation­s. Among his biggest hits are songs “U Got It Bad,” “You Make Me Wanna,” “Burn” and “U Remind Me.”

“Raymond was a celebrity in their eyes who they believed could be revered loved and trusted,” the suit says. “Each plaintiff realizes that his or her consent was obtained under false pretenses and/or by Raymond’s lie by omission, causing them severe emotional distress.”

Sharpton said she was sporting a birthday crown at an Usher concert when she and her friends received word they were invited backstage. She gave her phone number to a security guard. When she returned to the hotel, she received a call from the performer, Sharpton said.

Bloom did not allow her client to share where or when the concert took place. The lawsuit contained no details on any of the alleged encounters with Usher, 38.

“We spoke for a while and then we engaged in sexual contact. He never warned me about any STDs,” Sharpton said.

She added that she gave birth last year and is certain she is negative for herpes.

“Usher, if you are negative, please say so. If you are positive, you need to warn your sex partners,” Sharpton said.

Bloom says California law requires a person disclose he or she has herpes to a sex partner.

RadarOnlin­e reported last month that in 2012 Usher settled a lawsuit with a celebrity stylist for $1.1 million. That lawsuit alleged the eight-time Grammy winner was diagnosed with the virus in 2009 or 2010 — around the time he divorced his first wife.

All the encounters in the new lawsuit occurred after the settlement, Bloom said.

An email from the Daily News to one of Usher’s reps was not returned.
