Hurricanes topple cell phone towers, thwarting calls to loved ones and emergency services when they are most needed. It happened in Sandy, in Harvey, and in Irma. And it’ll keep happening until the government makes a simple but powerful fix. The cleverly named Securing Access to Networks in Disasters Act (SANDy) is that fix.

The bill, authored by Rep. Frank Pallone, whose Jersey Shore district was walloped by Sandy five years ago, would require that all cell phone carriers transmit the signals of all other carriers during emergencie­s.

Which would mean, should the AT&T system fail, that network’s customers could have their calls go through on Verizon, Sprint or T-Mobile towers. And vice versa.

The measure would also give priority to 911 calls across all networks and work toward enabling Wi-Fi calls to 911. Repairs would be expedited, as FEMA would be empowered to coordinate the re-establishm­ent of service.

Despite Pallone being a Democrat, the bill passed twice in the GOP-run House, last year and again in January. On Sunday, Sen. Chuck Schumer said he was putting muscle into it — and the Senate passed it by unanimous consent the next day, Sept. 11, a fitting bipartisan gesture.

The House and Senate versions have a few small difference­s which should be ironed out pronto.

Get it to the President to sign. God knows, more massive storms are coming.
