Drop in police discipline slaps
THE PERCENTAGE of NYPD cops disciplined after an oversight agency recommended punishment has dropped under Police Commissioner James O’Neill.
The decline is laid out in a report by the Civilian Complaint Review Board for the first six months of this year.
O’Neill disciplined 182 of the 251 officers — about 73% — who had cases substantiated by the review board.
In the first six months of 2016, while Bill Bratton was still commissioner, the punishment rate was 83% — with 289 of the 350 accused cops penalized.
Of those officers for whom discipline was recommended, Bratton imposed the suggested penalty in 61% of the cases.
During the same time period this year, O’Neill lessened the punishment for 118 out of 133 officers.
The NYPD said the change is a by-product of a change in review board rules.
The agency no longer allows police to contest a finding against an officer if the only objection is to the penalty.
